Our council cannot lead - Frank Buchan

Looking back upon the performance of the city council exposes unfortunate realities. Politicians at every level constantly use the excuse that outside forces made them do whatever it is they should not have done.

No smoking by-law in bingo halls? Great idea! A bingo runs approximately two hours, which includes a 10-minute break half way through. People can go outdoors if they need a cigarette.
