Sudbury district goes Orange when the lockdown ends Feb. 16

More freedoms, but still plenty of restrictions

The Public Health Sudbury & Districts jurisdiction will be designated as an Orange - Restrict zone of Ontario’s reopening framework when the province lifts the lockdown restriction at 12:01 a.m. on Tuesday, Feb. 16 and will no longer be subject to the provincial stay-at-home order. 

The change was outlined in a news release from Queen's Park on Friday afternoon. 

In consultation with the Chief Medical Officer of Health, the Ontario government is transitioning twenty-seven public health regions out of the shutdown and into a revised and strengthened COVID-19 Response Framework: Keeping Ontario Safe and Open (the "Framework"), said the announcement. 

Orange is described as being Restricted in terms of the Response Framework. Based on guidelines published on the Ontario government website, there are more freedoms, but there are still a lot of restrictions.

Limits for all open businesses

  • screen employees (use the COVID-19covid 19 Screening Tool for Workplaces)
  • post signs at all entrances informing people how to screen themselves for COVID-19covid 19 before entry
  • limit capacity so guests can stay at least 2 metres apart
  • make sure anyone indoors wears a mask or face covering, including workers who have to come within 2 metres of anyone else (with some exceptions)
  • make sure workers use personal protective equipment (PPE) that protects the eyes, nose and mouth when they must come within 2 metres of anyone who is not wearing a mask or face covering or separated by plexiglass
  • clean and disinfect often-touched surfaces, such as equipment, washrooms, locker rooms, change rooms and showers frequently
  • manage line ups to make sure customers are at least two metres apart wearing face coverings or masks
  • create a safety plan, post it in a place where workers and patrons will see it and have it available upon request (for example, to inspectors or law enforcement officers)

Limits for stores

  • Fitting rooms cannot be right next to each other.

Guests must:

  • wear a mask or face covering (with some exceptions) and keep at least two metres apart inside and when lining up and gathering outside
  • answer screening questions about COVID-19 symptoms and exposure before they come into malls

Organized public events and gatherings in staffed businesses and facilities, where physical distancing can be maintained

  • 50 people indoors. 
  • 100 people outdoors.

Limits for certain organized public events and social gatherings (functions, parties, dinners, gatherings, barbecues or wedding receptions held in private residences, backyards, or parks, where physical distancing can be maintained) 

  • 10 people indoors 
  • 25 people outdoors.

Personal care services

Businesses such as hair salons will be open. What will be closed:

  • Oxygen bars
  • Steam rooms
  • Saunas
  • Sensory deprivation pods (except for therapeutic purposes)
  • Bath houses
  • Other adult venues

Guests must:

  • Give their name and contact information

Not allowed:

  • Services that need guests to remove their mask or face covering. 

Religious services rites or ceremonies (including wedding services and funeral services, where physical distancing can be maintained, applied in any venue other than a private dwelling) 

  • 30-per-cent capacity of the room indoors
  • 100 people outdoors

Pubs and restaurants

  • Capacity limits, where physical distancing can be maintained:
  • 50 patrons seated indoors.
  • Outdoor dining, takeout, drive through and delivery permitted, including alcohol
  • No buffet-style service.
  • Line-ups and patrons congregating outside venues managed by venue; two metres distance and face covering required
  • Screening of patrons is required, in accordance with instructions issued by the Office of the Chief Medical Officer of Health
  • Require patrons to be seated; two metres minimum or impermeable barrier required between tables.
  • Limit of four people may be seated together.
  • Require contact information for all seated patrons.
  • Face coverings required except when eating or drinking only.
  • Personal protective equipment, including eye protection, required when is a worker must come within two metres of another person who is not wearing a face covering.
  • Establishments must be closed from 10 p.m. to 5 a.m.
  • Liquor sold or served only between 9 a.m. to 9 p.m.
  • No consumption of liquor permitted between 10 p.m. to 9 a.m.
  • Dancing, singing and performing music is permitted, with restrictions.
  • Karaoke permitted, with restrictions (including no private rooms).
  • Limit volume of music (to be no louder than the volume of a normal conversation).
  • Night clubs and strip clubs only permitted to operate as a restaurant or bar.
  • A safety plan is required to be prepared and made available upon request.

Sports and recreational fitness facilities

Capacity limits for indoors

  • 10 people per class
  • 50 people in areas with weights and exercise machines

Capacity limits for outside

  • 25 per class
  • No spectators, except for one parent or guardian per child

Everyone must:

  • always wear masks or face coverings except when exercising (with some exceptions)
  • stay 3 metres apart in classes or areas with weights or exercise equipment and two metres apart everywhere else
  • make reservations (only one required per team)
  • give their name and contact information

Team and individual sports must:

  • be modified to avoid physical contact
  • have a maximum of 50 people per league

Time restrictions

  • 90-minute time limit for classes and working out (does not apply for sports)
  • Some exemptions apply for high-performance athletes and parasports.
  • Outdoor ski, ice and snow recreational amenities open for recreational purposes.

Meeting and event spaces

Capacity limits indoors:

  • 50 people per facility

Capacity limits outside:

  • 100 people per facility
  • Per table: 4 people
  • Guests must give their name and contact information

Not allowed:

  • Booking multiple rooms for the same event

Time restrictions:

  • Establishments must close by 10 p.m.
  • Alcohol cannot be sold after 9 p.m.
  • No one can drink alcohol after 10 p.m.

Casinos, bingo halls and gaming establishments

Capacity limits:

  • 50 people total

Not allowed:

  • Table games (for example, poker, blackjack, roulette)

Guests must:

  • give their name and contact information
  • answer screening questions about COVID-19 symptoms and exposure before they come in

Time restrictions:

  • Alcohol cannot be sold after 9 p.m.
  • No one can drink alcohol after 10 p.m.

Cinemas

Capacity limits:

  • Indoors: 50 people total
  • Outside: 100 people total

Time restrictions:

  • Alcohol cannot be sold after 9 p.m.
  • No one can drink alcohol after 10 p.m.

Everyone must:

  • give their name and contact information

Performing arts facilities

Capacity limits:

  • Indoors: 50 spectators total
  • Outside: 100 spectators total
  • Guests must give their name and contact information
  • There must be a barrier (for example, plexiglass) between singers and wind- or brass-instrument players and audience members.

Time restrictions:

  • Alcohol cannot be sold after 9 p.m.
  • No one can drink alcohol after 10 p.m.
