Time is of the essence when talking trash, according to Ward 1 Councillor Terry Kett.

I want some action on this this summer," Kett said "We've been fooling around for long enough. I know it costs money, but let's get on with it."

Policy options for waste management were deferred to the technical steering committee by the finance committee during the 2004 budget process.

A committee report on garbage was filed recently.

At Kett's suggestion, council decided to move ahead on two of the seven options in the report.

The others have either been postponed or will be implemented once funding levels from the province are identified.

"The complaints are piling up,Kett said Tuesday. "My worry is how to get this out to the community. Every time the committee meets we make four changes. We need a spread in the newspaper or a pull-out booklet people can have on their fridge" about the city's garbage policies.

"We can make all the decisions we want, but if a person is ignorant of them and they go and dump a tire or a mattress in the bush, we haven't helped anybody."

Effective July 1, a person with a 101 kilogram load of garbage will be charged for one kilogram, not the full amount which was the case under the former policy.

The city will also be starting up a bag tag system soon. Citizens will be able to purchase the tags for $2 a piece. The tags are to be fastened to any bags over the three allowed by the city, and left with the rest of the refuse for pickup.

When the funding levels from Waste Diversion Ontario (WDO) is unclear, according to Ward 3 Councillor Ron Dupuis. Dupuis sits on the TSC with Kett.

Former councillor Lionel Lalonde was on the WDO board during the last term of council, and hasn't been replaced. In his absence, communications between the city and WDO take a little longer, Dupuis said.

The other options approved include a reduced tipping fee of $20 per tonne for source-separate concrete, brick and block and a waived tipping fee for four tires up to 34 inches in diameter on each of four amnesty Saturdays during the year and during amnesty week, should council decide to implement one.
