Markstay man fined for negligence in horse's welfare

Dwayne Bursey was charged under the Ontario SPCA Act after an agent was called out on July 16, 2011 after receiving a call from the Ontario Provincial Police for the concern of a horse that needed immediate medical attention. The horse had to be humanly euthanized due to its poor condition, according to a news release.

He was also ordered to donate $500 to the OSPCA, and is required to allow inspections of any structure or dwelling to ensure compliance, according to the OSPCA.

“This is an unfortunate situation that was preventable if Mr. Bursey took advantage of the options open to everyone,” OSPCA agent Tracy Lapping, in a press release. “If he had called his veterinarian or the Ontario SPCA, options would have been presented to Mr. Bursey.”

The Ontario SPCA reminds pet owners that if they have concerns for the welfare of an animal there are other alternatives than allowing an animal to go without.
