Power has now been restored to all areas. GSU is reporting the cause was a blown termination at the DASH substation and approximately 5,000 customers were affected.
Update:
Greater Sudbury Hydro is now reporting that power has been restored to around half of the affected customers and power will be restored for all in "about an hour."

Greater Sudbury Hydro is reporting a widespread power outage affecting most of Sudbury’s downtown and surrounding areas. There is no known cause and no estimated time of repair.
