Born in Sudbury, Ontario, Bill graduated from McMaster University in 1961, before attending Osgoode Hall Law School and being called to the Bar in Ontario in 1966. He practiced law in Sudbury as a partner at Ferguson MacMillan before relocating to Calgary in 1982.
