Dalron seeks more time for Hidden Valley

Dalron Construction is seeking more time to develop its massive Hidden Valley subdivision in Valley East.

An application to extend draft approval for the 553-unit project will be heard by the city’s planning committee at its Aug. 13 meeting. If approved, Dalron would have until August 2015 to move forward with its plans. The original deadline was Christmas day of this year.

The city received the application for the extension in June.

“The draft approval of (the subdivision plan) includes a total of 553 dwelling units in the consolidated Hidden Valley draft plan comprised of 279 lots for single detached dwellings, 98 lots for semi-detached dwellings (196 semi-detached dwelling units) and 13 lots accommodating 78 street townhouse dwellings,” states a report prepared by the Planning Department.

Staff is recommending the extension be approved, with a few added conditions. One would require a detailed geotechnical report on how blasting work would be conducted “safely to protect adjoining structures and other infrastructure.”

Dalron would be required to hire a blasting consultant to prepare the report, one that is independent of both the company and the contractor Dalron hires to do the actual blasting.

The report must include information on vibration levels and a pre-blast survey detailing the condition of structures in the blast area. The report will also have to include, among other information, details of how the blasting will be done, how complaints will be dealt with and a plan to notify people in the area of the blasting schedule.

The Hidden Valley proposal consolidates three earlier draft plans by Dalron into one plan, titled Hidden Valley.

The previous draft plans, titled Horizon Parc, Zilliax and Jushro, were approved in 2004, 2006 and 2008, respectively. The property is located in Val Caron, located north of Valleyview Drive and west of Municipal Road 80.
