The Rainbow Centre in downtown Sudbury wants to be the location of Greater Sudbury's new art gallery and library.

Good morning, Greater Sudbury.

Here are some stories to start your day.

Here's what city's new library, art gallery could look like at the Rainbow Centre:

The Rainbow Centre in downtown Sudbury wants to be the location of Greater Sudbury's new art gallery and library. The retail location's owners, Vista Hospitality, issued a news release Monday morning, detailing why, in their view, the Rainbow Centre just makes the most sense to host one of the big projects slated to be built in the downtown core. Council has also pledged support to the Place des Arts Francophone arts and culture centre and the Synergy Centre performing arts and convention centre. More on this story here.

Warm welcome: Province hands over $2M to Maison McCulloch Hospice:

The sun may not have been shining down, and there was definitely a chill in the air, but there was nothing but warmth emanating from Maison McCulloch Hospice on Monday morning. That's because the hospice is getting $2 million from the Ministry of Health and Long-Term Care to help fund the costs of 10 new beds. Stand By Me, launched in February, is a three-year, $5.1-million campaign to add 16,000 square feet of space and to increase the number of beds to 20. The project will also see short-stay respite beds, a pediatric-transition-education multi-use suite with a living area, and an onsite community ambulatory pain and symptom management care clinic. Your generosity towards our veterans is amazing and someone(s) has decided to take advantage of this.” Pharand said the Legion is working with Greater Sudbury Police to find the culprit or culprits responsible. According to GSPS spokesperson Kaitlyn Dunn, a total of seven coin boxes were reported stolen over the weekend. City ponders photo radar to reduce speeding:

Unpopular in the 1990's when it was first introduced, the provincial government introduced legislation late last year to bring back photo radar. While dubbing it “automated speed enforcement,” the legislation would allow cities to use photo radar in certain areas to improve safety. Those areas would be school zones and “community safety zones” -- areas a municipality designates as in serious need because of a bad collision history. Using the cameras in Sudbury was a topic discussed Monday at the city's operations committee. After a lengthy discussion about the city's traffic calming measures, Ward 10 Coun. Fern Cormier said the request he gets most often is to do something about speeding on local roads. While the request is often to reduce speed limits, Cormier wondered about using photo radar instead. Find the full story here.

Forced offer vote "harmful and will delay end of strike" - OPSEU bargaining team:

Contract talks between the College Employer Council and college faculty members represented by the Ontario Public Service Employees Union (OPSEU) have once again failed to produce a tentative agreement between the two sides. Ontario’s colleges have asked the Ontario Labour Relations Board to organize a direct vote by union members on the college’s latest contract offer. This process could take up to 10 days. College Boreal and Cambrian College strikers will be walking down Barrydowne on Thursday, Nov. 9 to converge at Glenn Thibeault's office at 11 a.m. where they will be calling on the provincial government to support them in settling a deal sooner rather than later.
